This is very recognisable! We started on the wrong foot with our ‘chapters’ as described in your post. The chapters that do their work best are run by the ones that volunteered, therefore do it with passion and got the liberty to advance how they saw it. They got amazing results. Other chapters with top-down approach lack buy-in and motivation.
