Many organisations use Scrum this way. That doesn't make it right. I recommend you to read the Scrum Guide. Ever since Scrum came to be, it always was about grappling with complexity by aiming to achieve goals. I strongly suggest to abandon Scrum and look for alternatives if this is not what your organisation wants to do.
